What I Learned Asking Five Manufacturers to Quote a Custom Breath Spray

When I started sourcing for a breath spray product, I assumed the process would be straightforward. You describe what you want, manufacturers send quotes, you compare prices and pick one. What I discovered instead was that the quotes told me very little about price — and a great deal about which manufacturers actually knew what they were doing.

I contacted five manufacturers over the course of about six weeks. Each got the same brief: a compact pump spray for breath freshening, targeting a travel retail and gym channel, alcohol-free formula, approximately 15ml fill volume, clean ingredient positioning. Here’s what I actually learned from the responses.

The First Filter: How They Handled the Formula Question

The most useful question I asked wasn’t about price. It was: “What preservative system do you recommend for an alcohol-free spray formula, and why?”

Two manufacturers gave me a specific answer. One walked through their preferred preservative blend, explained why certain options work better in low-alcohol systems, and mentioned which actives in my brief might affect preservative efficacy. The other gave a shorter but still technically coherent answer.

The other three gave me answers that were either vague (“we use industry-standard preservatives”) or clearly pulled from a generic sales script. One responded by asking me to send my formula first — which, for an OEM customer without a background in cosmetic chemistry, is a bit like a restaurant asking you to bring your own recipe.

That split — two manufacturers who understood the chemistry, three who didn’t — became my first filter. Everything else I evaluated only mattered for the two who’d cleared that bar.

Spray Mechanism Is Where Most Manufacturers Reveal Their Depth

I asked each manufacturer what pump mechanism they used for 15ml breath spray applications, and whether they could share performance specs — dose volume per actuation, clog resistance in alcohol-free formulas, drop-test results for the sealed unit.

The responses ranged from detailed to blank.

One manufacturer sent me their standard pump spec sheet immediately and offered to share third-party test reports on the specific mechanism they’d use for my product. They mentioned that alcohol-free formulas can be harder on certain pump internals and described what they look for when selecting a mechanism for this application. That’s not information you can fake — it comes from having actually run into the problem.

Another sent a generic product catalog and said the mechanism would depend on the final formula. Which is partially true, but not a complete answer.

The other three either didn’t engage with the question at all or provided information that was clearly about a different product type.

For a breath spray, the pump mechanism isn’t a secondary detail. A dose that varies by 30% between actuations, or a nozzle that starts dripping after three weeks, destroys the product experience regardless of how good the formula is. A manufacturer who can’t discuss mechanism performance in specifics is a manufacturer who either hasn’t done this before or doesn’t think the detail matters.

What the MOQ Question Actually Tells You

I gave each manufacturer my intended first-order volume — modest, appropriate for a market validation run — and asked what their MOQ was and how that affected unit pricing.

The responses split in an interesting way. Two manufacturers engaged with the question as a genuine business problem: what could they actually produce at that volume, what were the cost implications, and what would change if I scaled up at the six-month mark? One of them walked me through the specific cost components — formula, filling, packaging, pump mechanism — and explained where the volume dependency actually sat versus where it didn’t.

The others gave me MOQ numbers without context, or pushed back on my volume without offering a path forward.

What you learn from this question isn’t just the number. It’s whether the manufacturer understands that a brand at launch stage has different needs than a brand placing its tenth production run. A supplier who meets you where you actually are — rather than where they’d prefer you to be — is communicating something about how they handle the rest of the relationship.

Sample Stage: The Moment That Separated the Finalists

I requested samples from the two manufacturers who’d cleared my earlier filters, and specified exactly what I wanted to evaluate: the complete product, ready for consumer use, in the pump format and fill volume we’d discussed.

One delivered in the timeframe they’d quoted, exactly as specified.

The other delivered two weeks late, with a formula that hadn’t incorporated one of the key actives I’d mentioned in the brief. When I asked about it, the explanation was that they’d used a “standard formula” to save time on the sample. Which tells you something real about how they’ll handle production when you’re not watching closely.

The on-time sample had a spray pattern that was consistent across twenty actuations. The formula had a clean finish without the slight tackiness that sometimes appears in alcohol-free sprays that haven’t been properly balanced. The dose was within the range they’d specified. It was a product I’d have been comfortable putting my name on.

That manufacturer — which offers custom breath spray formulations through their OEM service — became the one I moved forward with. Not because they were cheapest. Because they answered every specific question with a specific answer, and the sample showed they could execute what they described.

The Pattern Behind the Responses

Looking back at all five conversations, the clearest predictor of manufacturer quality wasn’t certifications, website presentation, or initial price. It was how they responded to technical specificity.

Manufacturers who knew their product would engage with detailed questions in detail. Manufacturers who didn’t would deflect, generalize, or redirect. The questions that worked best were the ones that required real knowledge to answer: the preservative system question, the pump mechanism specs, the cost component breakdown. Those questions don’t have plausible-sounding generic answers — you either know the answer or you don’t.

What I’d Do Differently

If I were starting this process again, I’d add one more question to the initial outreach: “Have you produced breath sprays with functional actives for Western markets, and if so, what regulatory considerations did you navigate?”

That question filters for two things at once — experience with the product type, and awareness that different markets have different compliance requirements for oral care products. A manufacturer who’s produced breath spray with zinc compounds for EU distribution has navigated a different regulatory path than one who’s only produced basic mint sprays for domestic sale. Both can be capable; they’re different capabilities.

The sourcing process for a product like this takes more time than most people budget for. But the asymmetry is significant: a bad manufacturing relationship discovered after your first production run costs more to fix than the time you’d have spent evaluating suppliers properly at the start.
